Well if I believe the OP, then he was accused of credit card fraud, which is not a violent crime. Let's take his race out of the picture all together. How can you justify using that type of force on a man who is just walking who you have no reason to suspect is an imminent danger.

Witness pointed out a person who supposedly committed CREDIT CARD FRAUD not robbery!!! no need to physically assault the guy

No, but theyre also not supposed to bum rush him.
They should have thought about the evidence at hand, because obviously it didnt add up to the right guy. Why they believed that person without question is odd.
