Let the high-end restaurants simply pay more to attract the better waiters.
Higher paid employees do not equal the best employees.
As it stands, people who are good servers will continue to work and be good at what they do, because they make good money doing it...from tips. Tips are (usually) a direct reflection of how good you are at that particular job.
On the other hand, shitty servers, won't make any money thus forcing them to find work elsewhere in another profession.
If you don't like to tip, then don't. I for one am okay with rewarding great service.
I don't want servers who make $7 an hour waiting on me. I want servers who understand their pay is based strictly on how well they perform their job.

I don't mind tipping actual servers and bartenders, but we're at the point that dry cleaners have a tip jar.

The data does not support your assertion.
From the links I provided:

But as it turns out, waiters see only a teeny, tiny bump in tips when they do an exceptional job compared to a mediocre one (one estimate puts the variation at a 2% difference).

Quality of service has a laughably small impact on tip size. According to a 2000 study, a customer’s assessment of the server’s work only accounts for between 1 and 5 percent of the variation in tips at a restaurant.

"Since women restaurant workers living off tips are forced to rely on customers for their income rather than their employer, these workers must often tolerate inappropriate behavior from customers, co-workers, and management," the report says. "This dynamic contributes to the restaurant industry's status as the single largest source of sexual harassment claims in the U.S."

You've never served in a restaurant before. People 95% of the time are going to tip whatever % they gon tip, regardless of the job you do.
There is no logical argument to support tipping in restaurants. Thankfully, in Seattle those GED holders will soon be making $15 an hour to wait tables at The Olive Garden. Then I can stop tipping all together, since their standard line of why they NEED tips won't hold up.
