Get an 8' section of 4" PVC pipe and two end caps. Glue an end cap on one end and drill 6-10 small holes in the last ~8" of the capped end. Sink the capped end ~5 feet and attach to dock with hanger strap. Fill with dog food and cap the top end without glue. Fill as needed. Catch many White Sac-a-crappy.
