Is a naval reserve center like a base? I feel like it wouldn't be too hard for a crazed non-military person to sneak onto some of the marine/army reserve centers i've driven past

Sounds more like it was near the center, not at it. Might have just been a normal everyday thug shooting. I would watch for this to be big news all day, and then we will find out it was an inner city thug wanted by police. Then the media will immediately act like it never happened.

"Chattanooga Police are investigating a second scene at the National Guard office on Lee Highway. There is an active crime scene with shell casings all over the parking lot. Police have not elaborated on the nature of that incident, but we are working to confirm details."
