In comparison to other countries in that area, Iran is decently developed. Their population is also not nearly as radical/extreme on average as their ruling parties.

Germany was developing more rapidly than its neighbors in the 1930's, and its population was not fanatical Nazis. In fact the Nazi Party never won a majority in a popular election until after opposition parties were banned. Once the Nazis banned opposition parties they routinely won in excess of 98% of the popular vote.
