there's more to an impact than just velocity.
a train weights at minimum 20,000x's more than that steel plate.

Force = ma
a = dv/dt, change in velocity over time
momentum = mass * velocity, the mass is constant
so we get F = mv/t since the this example is coming to a complete stop (although i doubt you could stop a train in the same period of time or distance this steel plate was stopped)

Assuming you could stop the train dead in it's tracks like this steel plate was stopped, the train weighs 20,000,000 lbs and is going 70mph, the steel plate weighs 1000 lbs is is going 700 mph, the train will have a impact force of 200x greater than this steel plate example
