No, but an F-16 can "come out of nowhere" on a C150. Factor in the rate of closure, a maneuvering F-16, and the possibility of an inactive Mode C aboard the civilian aircraft , and you have zero reaction time. See it, hit it.

Pilot never saw it, Range Control never saw it,and ATC probably never saw it until it was too late.
