ESPN wanted 2022, but FIFA basically awarded it to FOX before it even came up for a bid. This unsurprisingly happened around the same time that they announced it was going to be a Winter world cup

This. Rumors are that after last year, ESPN was ready to offer the house for 2022 pretty much. They never even got the chance to bid.

ESPN originally bribed FIFA several million, but they took the bid and gave it to Fox at the last second.
