Yea, I'm not sure how anyone could be "poor". Couldn't they just magically create a better house? They can make a normal sized tent to appear to be a cabin on the inside, but lived in a 3 story shack...

There are limits on what magic would do (food couldn't be created, etc) and the Weaseleys had to send 6 kids to boarding school. And Mrs Weaseley doesn't work. And Mr. Weasels works for the government. So Mr Weasely was responsible for 8 people on a single lowly officials paycheck.
