I've wondered the same thing including Clemens, but not sure where Clemens started using. I'm guess when he left Boston.

To me that's the best solution. I think vacating the records needs to happen too.

It's an irrelevant point. The (misguided) idea behind keeping Bonds and Clemens out of the HOF has nothing to do with the idea that they wouldn't have been good enough without roids, it's to punish them for being cheaters and defiling the integrity of the game. The (hypocritical) logic behind keeping them out is the view that their actions--not their lack of "clean" baseball resumes--make them unworthy of the HOF.
