If schools were better people wouldn't have to live outside of EBR. If there were neighborhood schools there would be less cross town traffic.

Exactly, people choose to sit in traffic. A lot of Baton Rouge's traffic problems are due to the choices its citizens make regarding where they work, live, send there kids to school, among other things. I personally chose to live in an area close to potential jobs, close to potential schools, and close to my friends and places I like to go. Therefore, I rarely sit in traffic in Baton Rouge. Maybe once or twice a month. I almost never get on the interstate. I only cross airline to go to the inlaws.
