Stop going to those type of restaurants if this bothers you. Places like popeyes and buffalo wild wings don't make good margins on their low food prices. They make money by pricing their food as cheaply as possible and selling a lot of it. You may not think so, but giving out extra sauce for free would affect their ability to make a profit.

If the amount provided is reasonable and the cost for extra is essentially at restaurant cost - that's fine.
If they are trying to turn basic meal elements into profit centers - it's obnoxious.
If you are going to doing EVERYTHING at a fee, you have to make sure you aren't charging full normal price for the fries and then 50 cent for each 10 cent packet of ketchup (as an overstated example). If its no drink refills, price the first a little lower than the bottomless rates that are normal.
