What do you do for a living? Does your company survive by making a profit on it's customers? Restaurants are hard to recoup food costs without charges. I can see free refills because drinks are cheap, but sauces add up and if they are free, people will abuse it.
Plus they like everyone else will do what can be done to maximize profit.
