I personally don't think it's a bad thing. SCR is pretty great.

The big problem is the amount of time that they had to transition throughout the tiers. Manufacturers had to redevelop new engines, and were basically testing new concepts as they go. A 5-7 year span would've been ideal.

We can see this because most of the tier 2 and 3 engines were garbage across every industry, and they are the ones requiring the biggest emissions reductions in the shortest amount of time. Tier 2 was a big reduction, and tier 3 was basically a test mule to get to tier 4
