It describes his actions which resulted in him getting tossed. And if you read the rest of the post I agreed the umpire shoulders much of the blame for not simply tossing Williams and being done with it before everything escalated with Harper.
I'm just pointing out that while the umpire didn't handle it well it isn't as if Harper was innocently just stepping out of the box as has been implied.
