I think the obvious choice is Magneto, one of the best all-time villains and is able to toe the line of righteous villainy while staying sympathetic.
Few villains can actually do that convincingly.
A Lex film can be cool, however, we've seen that dozens of time.
Doom? Meh. Joker? I mean it could work as a horror film, but you'd need a hero from somewhere.
A Winter Soldier film would be great. Marvel has proven that Loki can be done well on screen (although I'm not sure as a full movie, however Hiddleston is pretty astounding as Loki).
I think the underrated choice is Mr. Freeze. Could have a Darkman vibe to it. He's like Magneto. Can be the sympathetic villain.
