And they also agreed that the penalty for ball tampering is $25,000

It shouldn't have to come down to that for a fair punishment every single time
It is an abuse of power for something the NFL doesn't care that much about.
If they did, they would have the proper controls in place to prevent it from happening. The absence of control shows that the NFL doesn't consider the action "detrimental to the game". If it is, then the failure at the top of the NFL needs to be addressed.
