It's crazy that people think abstinence only sex education can work. Teenagers are going to have sex, so they need to be educated about doing it safely. If not, well, see OP.

So how do you account for the significant STD rates in a place like Sweden?

You know humans can control themselves and many do. If parents are not going to be involved in their children's lives and set a good example then yes, teens will have pre-marital sex. However, there are many, many teens out there not having sex. The difference is how and if the value of sexual relations is instilled in the children starting at a much younger than teenage age.
Abstinence does work but to be effective it has to be more than adults standing around saying "don't do that" - the adults have to exhibit the value of intimacy in a way that is consistent with what they want to children to view it as.
If as a dad I am telling my children to abstain but then I am commenting on women in a sexual way, objectifying women, talking about sex in crass and casual ways my kids are not going to be on board.
No different than if I try to tell my kids to drive safely but myself drive like a bat out of hell with them in the car. My actions must match my expectations of my children...

Can you define "abstinence only sex education"?
