There is no huge significance. The military prides itself on the uniforms. Anything that takes away from the uniform from an appearance perspective is usually forbidden. For example, cell phones can be clipped to the belt, but they must be placed in the back near their spine obstructed from view from the front.
The uniform regs are really changing these days, especially from the Navy's stand point.
EDIT: Of course, carrying an umbrella to stay dry is once big reason. :D
But most branches have some sort of over coat or jacket that is worn on the top of the uniform to protect from the weather. This is why it's prohibited to be carried on most uniforms. Each version of said uniform normally has some type of jacket.
