How do people let themselves get into such dire straits financially?

Here's the situation: the doorbell just rang and it's my neighbor from a few houses down. I've known her for the few years I've lived here. Apparently her husband got laid off three weeks ago (I think he's in security) and hasn't been able to find another job. She came to my door (and other's doors as well) asking if there was anything she could do around the house/yard for cash. She said that they are low on money for food and gasoline. I didn't have any work for her, but I did give her some money. She was very "hat in hand" and I know she was being honest about her situation.
Now, she and her husband have three kids. How do you let yourself get to this point? I mean, she didn't put any money in savings at any point? She doesn't have the money to feed her kids? I just don't understand it. How do you have a family and not have some cash tucked away "just in case"?
I'm not judging, I'm just honestly wondering how that happens.
TL;DR Neighbor came to door asking for money because her husband got laid off and they can't afford food.

I think most people don't expect the worst, then they dont do anything about it til they have no options. He's probably been holding out for that job that will pay him the same money he was making. Instead of just taking anything. Plus much like our politicians no one wants to say no you can't have that or you have to wait til we have enough money for that. See how TOPS, Medicare, and Social Security are working out.

The common American has zero in savings. 3-6 months emergency fund is a foriegn language to most. It's pathetic and the reason this country is where it is. Those people vote $$$ instead of thought. As long as politicians play class warfare and pit successful Americans against those like your neighbor, people like President Obama get elected.

It's not an American thing. It's a western thing. We just don't have the pensions or other social benefits that the rest of the West has.

Yep, all it takes is an ongoing pattern of bad choices to create the potential for financial collapse. Then something unexpected happens like losing your job and wham you are screwed. And FWIW, our federal and many state governments are exactly shining examples/role models of fiscal responsibility so small wonder many individuals aren't either.
