I don't think it is stealing unless you are in on it. The employee is an extension of the company. If they offer a customer a free good it is not on the customer to say no. If your waiter comps your appetizer you do not need to go and ask the manager/owner in order to not be stealing

You don't see the distinction? There is an obvious difference between a nice waiter being like "I went ahead and got you _____, it's on the house" and "you can eat for free whenever you come in, bruh"
