Meh. He doesn't make the men much better. Men end up being better fighters in war than rulers in peace.
Even Ned Stark was so naive and gullible as to the way the "real world" works, i.e. King's Landing, he didn't see the walls caving in on all sides until his people had paid a high price - and this is the guy he hints at as being the best choice for king when Aerys II was killed.
Thus far, Tywin and Doran (and, before I forget, Tyrion) are about the only competent "national" level leaders we've seen, even they each had/have flaws as well.

The books seem to be setting Tommen up to have good potential. I figure he'll get the Margaery Curse and die once they get married though.
