Issue is the academy isn't good enough. Yea it looks awesome but their model of developing players has been there for 7 years now. And not one first team player.
That comes down to the coaches and scouting at that level.
The last regular first team City youth player was Richards and he came through before the take over and was eventually marginalized the last few years.
The basically sent Sturridge packing dude only made 26 appearances in all competitions after the take over yet was able to get 96 matches at Chelsea in 3 1/2 years.

They do have Boyata and I've heard decent things about Guidetti and Rekik. Sturridge was out of contract and wanted to move to Chelsea if IIRC.
That said, I can't say their academy is very good. Maybe that has suffered since they were happy to spend on stars from elsewhere to fill the squad?
If they brought in Klopp, he might influence a different approach to scouting and coaching. Again, the rub is if ownership has any patience for that.
I think they were patient with Mancini, but he started ruffling feathers, so they went for a yes man in Pellegrini. Since that has gone to shite this season, I'm wondering if guys like Begiristan will get canned.
