To be fair the population density doesn't really support the infrastructure. You need not just lots of people, but lots of them crammed into a small space.

Over here we have commuter buses that transport people from 50+ miles away into their jobs in DC. Just show up at the stop, pay the ticket, and snooze while someone else drives. There aren't nearly enough people in Laplace who work in BR to make that a reality, but over here the business is brisk.
