It can and it will. They wouldn't put a team there if it couldn't. They know more about what it takes to make a franchise sustainable than Deadspin does
I really think this is more about the fact that some people have an odd fear of a team outside the United States. It's baffling to me.

I don't care if they have a team outside of the US, but the whole idea doesn't seem feasible.
The Monarchs couldn't keep local interest in the 90s. Now, with the league changing rules and trying to make the sport "safer", they're going to gain a following beyond the niche fans they currently have and make it last?
The NFL hasn't even committed a team back to LA yet. Pardon me if I think London is a pipe dream right now.

They put one in Jacksonville 20 years ago. Flash forward 20 years and were talking about them moving now. The NFL has swung and missed before
