no, if you do the system transfer you can play your WiiVC games on your WiiU. You just have to do it in Wii mode.

Its more than that. You get a better save state system, off tv play on the gamepad, customizable controls, no longer have to use the wii mote to play, and HD video on the TV (which is debatable as an "upgrade")
I think its like $1.50 to upgrade Wii VC games. The only negative is they have to be currently offered in the WiiU eshop to be eligible for the upgrade.
Otherwise you have to continue to play them in Wii mode on your WiiU.
