What does this even mean? They are reliable, regardless of what they measure. They are valid at what they purport to measure: college readiness and academic aptitude. They do have some concurrent validity with (not as) IQ tests though.

Well processing speed is a major area of cognitive processing and is included in most IQ tests. So time is an important factor, albeit is conceptualized a bit different on these tests.

Sure, but they are still strong correlates, and confirmatory factor analysis has shown that they load on G. I'm not saying that they are as good as a comprehesive IQ test, but saying they are the "worst" measure of IQ is patently false.

The ACT/SAT's can't measure a lot of things that factor into school/real world success, such as work ethic, organization, creativity, people skills, ambition, etc. However, from a pure "book smart" perspective, i.e. the ability to absorb/analyze information quickly and correctly, as well as command of the English language and mathematical skills, standardized tests are extremely accurate in my experience. Pretty much everyone I know scored on a proportional level to how purely book smart they were.
