Use your ultralight rigged with a small Betts Bubble with your favorite fly trailed about four feet behind. IT works.

Isn't the bubble just a sliding cork? I don't understand how this is top water?

You fill the Betts Bubble with water and, and use the or ivied peg to keep it watertight. You place a bead or a bobber stopper behind the bubble leaving about four feet of line trailing with a small floating popper.
