Well it's apparently something the residents of the city wanted, which is why it's a local ordinance. Do you think the garbage company is taking calls at 5am? Who do you call at 5am to bring attention to this?

Of course, which is why I'm OK with law enforcement action. But call the sheriff's office or Sandy Springs Police Office.
911 is for emergencies. It's not for a bunch of entitled suburbanites (like myself) to call and bitch about their first world problems.

Why do you have to call at 5AM? Wait until the local office is open at 9, then call.

The police department, 911 is for emergencies.
