The only one where full blown relocation seems like the solution is TB. I think they will be in Charlotte by 2025 honestly.
As you said Oakland needs to move to Silicon Valley. It's a shame it's being blocked. They would do really well there I think
Most of the others will be fixed with consistent on field success. I really don't understand Cleveland though. In the late 90s they were probably the best fans in baseball.

either a move to Tampa, or they're gone. I think Montreal is the next city to earn a team though.

It was a perfect storm for them. Booming economy, brand new ballpark, Browns left leaving many fans to hold onto the Indians, 2 World series appearances. The Cleveland market is one of the worst.
