I've never heard of this. Sounds pretty damned corrupt and that we might have heard something in the national media regarding this policy.
In short, sounds like bullshite to me.

It seems like each and every year there is some (dubious?) excuse to (artificially?) inflate crawfish prices.
Winter was too hot, winter was too cold, winter was too dry, winter was too wet, early freeze, late freeze...
