Yeah, I was going to suggest knee boots at least. Toledo has some very accessible spots. Heck, most Marina's own good chunks of lake front and if you just started walking the banks fishing no one will say a thing to you.

The southern point at Cypress Bend holds a lot of fish. Easily walked.
