I put Ned around the same tier as Stannis. They lack the natural.talent of a Jaime, Barristan or Oberyn as well as the overwhelming size and strength of the Mountain, the Hound, or King Robert. But both were competent swordsmen because no one ever outworked them.in the practice yard.
So Jaime, and pretty easily.

The Mountain is really just huge and has impenetrable armor. I really don't think he's even one of the better swords men in Westeros, he's just brutal as frick on the battlefield.
But I think Jaime could have taken down the Hound as well.

The Hound is one of the best swordsmen in Westeros. Obviously Jaime is the best...but still. I wouldn't underestimate Sandor's ability.

I remember Jaime thinking to himself at one point about all the great fighters in Westeros and who could hang with him.
He said The Mountain had strength "like nothing human" but still felt like he could beat him.
I know Jaime is arrogant but I think he probably would have been favored against just about anybody.

Idk if the Mountain was all that good. He was just freakishly huge and strong. Oberyn really had no trouble with him. He just got too cocky and played with his food too long.
Robert was all badass. He could've hung with Jaime. Rhaegar could've hung with Jaime as well.
