I grew up in Pittsburgh (the capital of hoagie country) and in my opinion, the biggest difference is the bread. Hoagies generally come on an Italian bread (Mancini's was the bakery of choice up there) whereas poboys are on the crustier, chewier French loaf such as Leidenheimer. Another big difference is that there are no seafood hoagies. They have awesome fish sandwiches -- best I've ever had -- but they're a totally different beast entirely.
