Yeah Costa Rica has more to do and your money goes pretty far there. And it's a visually stunning country.

Costa Rica is pretty. I found Panama to be just as pretty and less commercialized.

I'd take my chances on Costa Rica, spend a day or two in/around San José and the rest on the Pacific Coast. I like Quepos on the coast but you could fly in or out of Liberia Airport and that puts you in Guanacaste Province on the Northern Pacific Coast. I take Sansa flights in-country, driving any distance is highly discouraged as the roads are/can become abysmal.
