Ok, well a way to make it fair, there are probably charts out there that show how much science is for each thing collected.
So, anyone can do it in sandbox, just as long as they tally it, and take pics of each science gathering aspect.
Or:
There's limited biomes, and limited levels of atmosphere above and samples below with all sorts of tools.
You can just count all these 1 each. And whoever gets the most, wins.

Yeah, I was mistaken, I thought in Sandbox that even though you didnt get science points it would still show what experiments you had performed when you recovered your craft. I just tried and it didn't. Give me a few minutes, and I'll adapt the challenge.

It's gonna be a pain in the butt to figure out all the different weightings if you get multiple samples and such. Science really isn't a good way to do things unless we all use the same career save file as a start point.

How about...
Do a mission to Minmus and visit all the biomes and get their surface samples in the least amount of time possible. Mission ends when you plant your flag at the last sample.
So this requires a trip to Minmus and lander that lands and works...or another vehicle that can do the trick...or fancy flying. All in the fewest amount of days.
And all the samples might seem like a lot, but you can get 2 samples near each other at each biome division.

The mission would test your following skills in KSP
Exiting Kerbin orbit with a large payload.
Getting to Minmus (Kerbin satellite).
Landing on another body.
Landing in a desired spot on a body.
Landing with another vehicle.
Planning a route about a body.
How to plan for collecting science.

Okay, challenge 2 the revised edition. As I had a few mistakes in the first edition, sorry guys.
Goal: visit as many Minmus biomes as possible
Requirements:
1 Kerbal pilot
1 Rocket
Take a surface sample at as many biomes as possible, take recording of each one
Rocket must cost less than 50k
Kerbalnaut should remain at last biome visited (important)
No mods, including Mechjeb
Sandbox mode
In the result of a tie, cheapest rocket will win
You have until Monday the 25th, submissions by 26th
1 submission per poster
Biome Map

Hate to do this, but you only get one flag per kerbal per mission.
Maybe raise the cost of the rocket, so you can attempt to bring a frick ton of Kerbals?

Don't you get a new flag everytime you go back in the rocket?
