Was it mostly blacks? Bc these welfare programs are available to all races but it's mainly blacks that abuse them as you describe, and I don't know why.

The most extreme cases were all blacks. But it wasn't exclusive to them.

I don't think one group has a monopoly on welfare abuse. I see a lot of it where I work and there are not alot of black people in my area.
