If you live in the host country you can become fairly good in a year but still not really fluent. Consider that some of y'all have lived in the US your entire lives and still use an apostrophe to indicate the plural case.

And the honest answer is if you immerse yourself. I still wouldn't call 1 year immersion fluent but pretty damn close

I'm fluent in French. I'm currently learning Spanish. I can read it ok and can understand some but I can't talk that well yet. I think I would be better learning from spaniards instead of central and South Americans. Unfortunately they talk way too fast for me to understand everything

Unless you're both a genius and are living I the country in which it's prominently spoken, then no. It took me 4 years to become proficient in Chinese, and slang still largely goes over my head and there's a good 8,000 or more characters I don't know to where I'm not sure if I could even say honestly if I'm actually fluent.
