Here's the problem:

Bond is supposed to be able to move seemlessly through British and European society, be somewhat invisible and look like he belongs and slay pussy on the reg (typically, with some sort of connection to the villain). For all of its sophistication, there are still plenty of racist elements in Europe (exclusive clubs [e.g. Goldfinger's country club]) and white women that may not be attracted to a black man. This was certainly the situation when Fleming wrote his novels and, in many respects, it remains that way.

That is why it wouldn't work.
