Correct me if I am wrong but in 94 weren't all of the blacks mostly contained to certain areas and post-Katrina they spread out a lot more? The reason I mention that is because before you probably knew you would get shot in certain areas and while those areas are safer these days now it is more likely to happen in places it would not have back then.

They are still concentrated in the same areas, hasn't changed much in that regard. And you still find "bad" areas within blocks of affluent areas. City is like a checkered board when it came to that. They did tear down some of the worst of the housing problems but the same people still live in the same vacinity/neighborhood. overall the city is just much much safer. The projects were torn down and built back more like apartment communities. It took away the "cut" and what they call in the city "courts" which were almost inaccessible unless you were a criminal.
