This has been drilled into Obama's head since he was a kid.
The US is the bad guy beating up on poor little Cuba.
He's always planned on doing this.
There'll be more like this sort of thing for the next two years.

If Cuba gives us nothing for these concessions, Congress is not obligated to lift the embargo.
The Cuban President himself today admitted that Obama's actions did not and cannot end the embargo.
Here's what the Cuban President said today at noon, Eastern Time:
"The economic, financial and commercial blockade, which has caused severe human and economic damage to our country, should be lifted. Although the blockade measures have been turned into law, the U.S. president can modify their application, using his executive powers."
OP should edit the title of the thread, because it is misleading.
