Hockey players can't leave their skates, can't elbow to the head or go for the head at all.
It's been that way for a while. Anything high is a penalty, and you're gonna get your arse beat when you get back out on the ice.
This is why fighting is a part of the game. To reduce concussions.

Pretty much, they settle it like men.
Don't see many bad hits anymore, they've done a great job with it IMO. Exact opposite for the NFL.

Also, concussions happen all the time in the NHL but the league was much more proactive than the NFL, earlier.
