And I'll add - it wasn't supposed to be a diversity/inclusion program (we're awash in those), or a needs-based program (we're awash in those, as well) - but precisely to catch those kids in the doughnut hole (i.e. the middle class) AND prevent the brain drain of the smarter kids leaving the state for better financial aid packages - particularly those who would prefer to stay close to home.

The idea is that you keep the kids in state during their post-secondary education and they work here afterwards.

yep, and I'd say it helped. I know quite a few people that could have easily gone out of state. Hell, I had a $40,000 scholarship to go Baylor, but TOPS kept me here.

Very good summary.

Actually, the other programs are more racially biased than TOPS, with preferences given to minorities, whereas TOPS doesn't differentiate. Make the grades and the test scores and get the award. Period. Mom and Dad can both be working, or they can both be sitting on the front porch waiting for the check to come, both kids get an equal shot at TOPS. The plethora of other programs...not so much.
