Sure, there are mentally ill people roaming the streets of cities and towns all over this country. In New Orleans, they seem to frequently be considered as local color, and find a city that seems to readily accommodate their unfortunate circumstances and lifestyles. Share some of your worldly sophistication and let us know if you believe that their per capita population in NOLA is average or if it might vary from the norm.

Not a single lunatic stabbing people on the street has ever been embraced as emblematic of "local color". Not one. And to answer your question, there is not one iota of evidence to suggest that N.O. has a higher percentage of said lunatics than the norm.
