They aren't, the overwhelming majority of drug users both then and now are white. Why you took my statement to mean that blacks were the majority of drugs users I don't know.

You misunderstand, black drug users and distributers are more likely to be arrested than their non-black counterparts and receive far stiffer penalties for the same crimes.

But they aren't the primary users. If anything, whites use more.
