No win situation for public officials in MO.
If they don't have an effective, prepared response that is able to handle widespread unrest, they get blamed for it.
If they are really prepared and bring the hammer to stop the widespread unrest, they are being oppressive.
Text book case for a no win scenario.

Law Suits. If Mizzou doesn't take a lot of pre-emptive action they will get sued. They are simply covering their asses.

And DOJ wants the entire state to cater to a few dozen malcontents (see: community organizers) rather than protecting the citizens and businesses of the state.
