So the stats that measure the overall efficiency of QBs indicate that he is average, but since he hasn't thrown a passing TD to a WR (Nevermind the receivers' role in that), he must be terrible? Not average or even below average, but terrible?

See, this is where your "stats" are useless, throwing RB screens for TD's/yards/effeciency does not make a QB good or average or anything. A 14 year old can throw a screen pass. But they sure do make stats look good.

But as I said, stats don't tell the story half the time, such as in this case, where a terrible QB has average stats thanks to a great RB and his screens and dump offs.
