Anytime your workout will include explosive movements you shouldn't perform static stretches beforehand. It causes your muscles to lose elasticity (temporarily) and therefore reduce strength and explosiveness and increase risk of injury due to decreased muscle support at the joints.

Yep, very simple. Just warm up before you do any stretching to be safe. For example before lifting weights for legs I run on a tread mill or ride a bike for 10 minutes and then I stretch, then I lift weights, and then I stretch again. Time to go home.
