This is a silly comparison. Tupac is not in the same category as Elvis or MJ.
None of the 3 are "over rated". But if I must pick 1, it would be Tupac although he was a great artist.

Tupac helped create the worst genre of music in the history of mankind so I would say him.
However, Kanye's pretty damn overrated
