I could be wrong on this but this is my take. The state of PA is suing because they want(ed) the 60 million fine to benefit PA (and something else). So they sued for the fine to stay in PA and part of the lawsuit was for this discovery process which is going on right now. Well the NCAA at one point said we'll keep the 60 million fine in PA if you drop the lawsuit. The lawyers knew that the NCAA was hiding something and refused to drop the suit.

This is all my understanding of the process. I have no legal background.

"(Senator)Corman and (State Treasury)McCord are suing the NCAA in hopes of keeping in Pennsylvania the $60 million in fines the league imposed on the university. The e-mails between the NCAA and Freeh's investigators were obtained through the discovery process and attached to the motion."

I guess my question is what legal right does the state have to the money? other than it indirectly affecting their local economics
